BFI Certification Standard
Business Friendly Certification is a proprietary certification issued under the published Business Friendly Index methodology. It is not an ISO or government accreditation. This page is the standard: what is measured, how the score is calculated, what earns a certificate, and what a certificate does not mean.

The formal definition
What is measured
Thirty statements in three categories. Every statement is rated on two scales by businesses located in the measured community.
1. Government & Regulatory Environment
What is it like for a business to deal with local government? Accessibility, business input, easy navigation, reasonable regulation, fair enforcement, clear requirements, zoning, signage, government following its own rules, legitimate conditions on approvals.
2. Existing Business Environment
How supportive is the community as a place to operate and reinvest? Tax and fee competitiveness, assessment, utility costs, public safety, partnership, proactive communication, permitting speed, permitting clarity, the physical environment, reinvestment and expansion.
3. Growth & Economic Development
Does the community create competitive conditions for investment and growth? Vision, welcoming new business, recruitment, marketing advantages, competitive tools, entrepreneurship, development regulation, growth-supportive land use, infrastructure capacity, ability to compete.
Two non-scored validation questions (overall friendliness; would recommend) test whether the index predicts respondents' overall view. Four open-ended questions collect examples. Respondent classification (industry, size band, years operating, own or lease, recent government interaction) is used only to check representation.
How Importance × Performance works, and how the BFI is calculated
- Importance (1 Not Important … 5 Essential): how important the statement is to a business-friendly community.
- Performance (1 Very Poor … 5 Excellent, or Don't Know / No Direct Experience): how well this community performs. Don't Know is excluded from that statement's performance average and is never forced to a middle rating. Importance has no Don't Know.
- Statement score = the mean of valid Performance ratings.
- Category score = the mean of its ten statement scores.
- Headline BFI = the equal average of the three category scores. It is not importance-weighted; each category counts one third.
- Gap = Performance − Importance. Priority Score = Importance × max(Importance − Performance, 0), used to rank what to fix first, never as the headline.

Thresholds are part of the versioned standard; a future calibration changes the standard, not the code.
What earns a certificate
A certificate requires both a qualifying score under the active standard and a qualifying measurement-quality status. Score alone is never enough.

Measurement quality
- A minimum number of valid responses, set in the standard.
- A minimum response rate where the invited universe is known.
- Representation checks across size and industry.
- Anonymity safeguards: no breakdown is shown for fewer than five respondents.
- Documented invitation and sampling; administration-integrity checks (one response per person, no sponsor alteration of responses).
- Only permitted instrument versions.
If quality does not qualify, the report shows the diagnostic score and says exactly why no certificate was issued.
What a certificate says, and how to verify it
Every certificate identifies the measurement scope, instrument and version, survey period, number of valid responses and response rate where known, the BFI score and category scores, the tier, the standard version, the issue and expiration dates, and a verification ID. Certificates are valid for one year. They are immutable after issue except through an audited correction or revocation.
What certification does not mean
- It is not an ISO, government or third-party accreditation.
- It is not a ranking against other communities.
- It is not a statement about any official or individual.
- It reflects the responses of participating businesses during the survey period, not every business.
- Earlier surveys on the original instrument keep their original score, standard and thresholds; comparisons across versions disclose the change.
What AI does and does not do
AI drafts the comment analysis and the action plan from the survey data and marks them as AI-assisted. AI does not score responses, decide certification, or alter any figure: the score, categories, quadrants and eligibility are computed deterministically from the responses under this standard, and a human reviews reports before delivery.
